The total number of recipients of the social allowance for pensioners was 885,055 in September 2025, of whom 837,184 were pensioners from the public system and 47,871 were pensioners from the former agricultural pension system, according to data compiled by the National Public Pension House (CNPP) and consulted by AGERPRES.

For public system pensioners, the average allowance amount funded from the state budget was 536 lei. The highest average values were recorded in the counties of Maramures (625 lei), Hunedoara (603 lei), Bistrita-Nasaud (598 lei), Cluj (594 lei) and Prahova (592 lei).

The largest numbers of allowance beneficiaries were in Bucharest (39,347), followed by the counties of Suceava (35,217 pensioners), Iasi (31,390) and Dolj (30,070).

As for agricultural pensioners, the average social allowance funded from the state budget was 358 lei, with the highest amounts recorded in Ilfov County (479 lei), Hunedoara County (464 lei), and Bucharest’s Sectors 5 and 2 (446 lei and 444 lei respectively).

According to the same source, the largest number of agricultural pensioner beneficiaries was registered in Iasi County (4,534 persons), followed by Botosani (4,212), Suceava (2,694), Vaslui (2,654) and Olt (2,646).

The CNPP shows that public pension system beneficiaries whose total income from pensions and allowances is below 1,281 lei per month receive this amount as a ‘Social Allowance for Pensioners,’ in accordance with Law No. 196/2009, as subsequently amended and supplemented.
