FinMin Tanczos: We are going to have one of the best tax collection systems in the region

The central administration may have started true digitalisation too late in terms of tax collection, but in a few years we will certainly have one of the most efficient collection systems in the region, Finance Minister Tanczos Barna told the Digital Innovation Summit Bucharest (DISB) 2025 on Tuesday.

„The most accessible solution for tax collection is voluntary compliance. What digitalisation can offer (…) is this database, an advantage for the honest ones, because the others who would try to evade the law will not have a competitive advantage. Digitalisation helps the tax administration to identify contributors, tax payers, to collect taxes, to offer systems that do not bother that honest taxpayer, who pays his taxes correctly every month, but also to focus control on those who try to evade the law, who try not to observe the very clear rules from this point of view. The central administration may have started the true digitalisation too late in terms of tax collection, but it is a process that is moving forward at a good speed and in a few years we will certainly have one of the most efficient tax and fee collection systems in the region. This PNRR (National Recover and Resilience Plan), which has provided a lot of funding for the transition to true digitalisation, will certainly completely reform, will bring that necessary evolution in the tax administration,” said Tanczos.

He added that the digital package that includes e-VAT, e-Invoice, e-Transport is one of the reforms in tax collection.

„Surely you have all heard lately of e-VAT, e-Invoice, e-Transport, SAF-T, those IT systems. I do not agree with those who say that this package „is for nothing.” It is not „for nothing,” this is a tax collection reform package, a package that basically revolutionizes everything that ANAF (National Financial Supervisory Authority) and the digitalisation of the Ministry of Finance mean,” the official mentioned.

According to the same source, Artificial Intelligence also offers, today, many solutions for institutions, including in the financial field.

„A question would be what happens if Artificial Intelligence commits an illegality, provides data that should not be taken, provides data to people who should not have access to that data. Can Artificial Intelligence be held criminally liable? I don’t know the answer, I admit, but certainly this incredible development of Artificial Intelligence, of digitalisation, this new era raises questions that, today, may not have yet been answered, but it also offers many solutions for institutions. From the range of solutions, we must also choose the solutions that are best for institutions in the financial field. For example, the Ministry of Finance together with ANAF have the obligation to take full advantage of this development of the 21st century, to offer the same solutions that private companies can offer in terms of public services,” mentioned Tanczos Barna.

ICI Bucharest is organizing, between April 8 and 11, at the Palace of Parliament, a new edition of the Digital Innovation Summit Bucharest (DISB) event. This year’s edition brings together over 200 speakers from more than 30 countries.
