Approximately 2.4 billion deposit-refund system (DRS) packages have been returned by consumers in Romania since the beginning of the year, and RetuRO, the DRS administrator, handed over to recyclers a quantity of 176,000 tonnes of packaging.
According to RetuRO, in June 2025 more than 506 million DRS packages were collected, making up 75% of the quantity released to the market.
With a collection rate of approximately 79% in the first six months of 2025, the Deposit-Refund System continues to support Romania’s transition to a circular economy, mobilising millions of Romanians to adopt a responsible behaviour towards the environment, the company says.
RetuRO SGR S.A. (www.returosgr.ro) is a company that operates on the principle of not for profit – which means that the eventual profit made by the company as a result of the collection of beverage packaging will be reinvested, exclusively, in the development of DRS. The company was created by a consortium of three private shareholders: the Association of Romania’s Brewers for the Environment (30%), the Association of Producers of Soft Drinks for Sustainability (30%) and the Association of Retailers for the Environment (20%) and a public shareholder, the Romanian state, through the central environmental authority, the Ministry of the Environment, Water and Forestry (20%).
RetuRO, the DRS administrator, operates on exclusively private funding, and its role is to secure transparency on the quantities of beverage packaging released to the market and returned by consumers, contributing to the sustainable development of Romania, through a responsible management of packaging waste, in order to achieve the recycling targets required of Romania by the European Union.
