Statistics Institute: 17,639 permits for residential buildings issued in H1 2025

The number of building permits for residential buildings issued in the first half of 2025 was 17,639, up 4.2% compared to the same period in 2024, the National Institute of Statistics (INS) informs in a press release on Thursday.

Increases were recorded in the Western development regions (+302 permits), North-Western (+178), Central (+169), South-Western Oltenia (+46), South-Eastern and Bucharest-Ilfov (+27 each) and South-Muntenia (+10). A decrease was recorded in the North-Eastern development region (-45 permits).

In June 2025, 3,505 building permits for residential buildings were issued (+4.2% compared to May 2025), with a total useful area of 1,064,306 sq m (+41.4%). Of the total number of building permits for residential buildings, 73.2% are for rural areas.

In June 2025, there was an increase in the number of building permits issued for residential buildings compared to the previous month (+141 permits). In territorial terms, this increase is reflected in the following development regions: North-Eastern (+88 permits), Western (+72) and Central (+36). Decreases were recorded in South-Muntenia (-25 permits), South-Eastern region (-17), South-Western Oltenia (-8), Bucharest-Ilfov (-4) and North-Western region (-1).

Regarding building permits for non-residential buildings, 677 were issued in June 2025 (+17.5% compared to May 2025), in a total usable area of 432,558 sq m (+22.1%).

Compared to the previous month, in June 2025 there was an increase in the usable area of building permits issued for non-residential buildings (+78,395 sq m). In terms of territory, this increase is reflected in the following development regions: Bucharest-Ilfov (+56,467 sq m), North-Western (+31,530), Central (+18,072), South-Western Oltenia (+14,517) and South-Eastern (+13,111). Decreases were recorded in the following development regions: North-Eastern (-29,147 sq m), South-Muntenia (-15,016) and West (-11,139).

According to the INS, in June 2025 there was an increase in both the number of building permits issued for residential buildings (+21.9%) and the total useful area (+70.1%) compared to June 2024.

In terms of territory, this increase in the number of building permits issued for residential buildings (+630 permits) is reflected in the following development regions: North-Eastern (+204 permits), Western (+136), North-Western (+110), Central (+99), South-Muntenia (+61) and South-West Oltenia (+32). Decreases were recorded in the development regions: South-Eastern (-9 permits) and Bucharest-Ilfov (-3).

Compared to June 2024, in June 2025 there was an increase in both the number of building permits issued for non-residential buildings (+32.7%) and the total useful area (+105.9%).

In territorial terms, this increase in the usable area of building permits issued for non-residential buildings (+222,426 sq m) is reflected in all development regions: Bucharest-Ilfov +62,171 sq m, Western +46,843, North-East +45,339, South-Western Oltenia +18,429, North-Western +16,376, South-Muntenia +15,372, ral+13,506 and South-Eastern +4,390.
