Nazare: We are planning another Samurai bond issue to finance this area of green economy

Romania has issued almost 10.8 billion lei in green bonds, allocated to a diversified area of projects, with plans for the next period to issue Samurai bonds to finance this same area of the green economy, Finance Minister Alexandru Nazare said on Thursday during a specialized event.

„From our point of view, the Ministry of Finance, regarding the green economy, we can mention the framework of green bonds that the Ministry of Finance issued both in 2024 and in 2025. Basically, we have an issued amount of almost 10.8 billion lei in green bonds that were allocated to a diversified area of projects. We are talking here about non-polluting transport, wastewater management, adaptation to climate change and so on, projects that we want to continue. We also plan to issue Samurai bonds in the next period, which will finance this same area of the green economy. And more than that, of course, we have discussions with international financial institutions, where on each level of discussion, whether it is the EBRD, the EIB, we have an important level that refers to the green economy. (…) We have „public-private partnerships have been brought to the forefront again because we must be aware that the fiscal space, both in 2025 and in the following years, will no longer be as generous. Therefore, we must use all possibilities to increase the level of investments through such projects,” mentioned Alexandru Nazare, at the CES ESG Conference 2025.

In his opinion, Romania needs technical assistance regarding the development of the public-private partnership form….

„In the discussions we had in Washington with the Department of Commerce, we managed to obtain the support of the American CLDP (Commercial Law Development Program, ed.n) both for attracting investments and for developing this form of public-private partnership, where Romania has not progressed in recent years compared to other countries in the region. We need technical assistance,” the minister added.

He emphasized that American partners have offered to support us in this regard.

„In the coming months, we will have specialists from the Department of Commerce or those co-opted by it with whom we can discuss both the legislative framework that is in force and the development of a portfolio of projects that we really need,” added Nazare.

Representatives of central public authorities, experts and business leaders are participating on Thursday in a debate dedicated to sustainability, the circular economy and the impact of the ESG (Environmental, Social, Governance) concept on the business environment and the community.AGERPRES
