Labour minister Manole: I demanded controls to be carried out at homes for older people

The minister of labour, Florin Manole, called for firm controls to verify old people homes, saying that „people with disabilities and all beneficiaries of social services must be treated with respect and dignity.”

„I believe that the way we treat the most vulnerable says who we are as a society. That is why I have called for firm controls to check the homes for older people. We need not only human resources, but also sufficient resources to show that the state has the capacity to protect those who lack help. Sometimes we have not succeeded in this, but I believe that we have always learned, sooner or later, to do better. People with disabilities and all beneficiaries of social services must be treated with respect and dignity. Those who abuse state resources or, more seriously, the lives of the vulnerable, will be sanctioned. For me, caring for the vulnerable is not just a duty, but a moral duty,” the minister of labour wrote on his Facebook page.

According to a press release of the National Agency for Payments and Social Inspection (ANPIS) sent to AGERPRES on Thursday, between June and August 2025, social inspectors carried out 2,296 inspection missions and imposed fines worth 2.02 million lei.

In June, July and August 2025, social inspectors from the ANPIS, as well as those from the county agencies for payments and social inspection (AJPIS), carried out 2,296 unannounced inspection missions.

„These actions had as objectives, verification of compliance with the minimum quality standards mandatory for the functioning of social services; assessment for the granting/non-granting of accreditation as a social service provider or of the operating license, verification of unhindered access of persons with disabilities to the physical, informational and communication environment, as well as compliance with the legal provisions regarding the granting of social assistance benefits,” the press release states.

During the inspection missions, a series of deficiencies were identified, the most common of which were: the operation of social services without the necessary permits/authorizations or without an operating license; insufficient staff compared to the number of beneficiaries; lack of recovery/rehabilitation services for adult persons with disabilities.

The social inspectors of ANPIS also found the operation with a number of beneficiaries above the capacity provided for in the Single Electronic Register of Social Services; inadequate accommodation conditions; failure to comply with legal provisions regarding accessibility, namely the lack of access ramps or their non-compliance, elevators and bathrooms not adapted to persons with disabilities or the lack of alternative equipment that would allow persons with disabilities to move to the upper floors, in public interest institutions.

Among the irregularities found were also: the incorrect establishment of the amount of some social assistance benefits; the absence of social surveys and a personalized intervention plan. AGERPRES
