„I am thinking in particular of the requirement to improve the selection process for dual-use infrastructure projects—military and civilian,” said the PSD MEP.
The European Commission has launched a consultation process with a view to developing a legislative package on military mobility. „It is a call for contributions from institutional stakeholders, in parallel with a citizen survey, but especially with a consultation of Member States, the European Defense Agency, NATO, and industrial associations in defense and critical sectors – energy and transport,” explained Mihai Tudose, Vice-Chair of the European Parliament’s Committee on Security and Defense.
The PSD MEP said that the procedure opened on Thursday, June 12, will last until mid-August. „The goal is clear: a regulatory framework for faster, more efficient movement of troops and military assets in the European Union. This is vital for Europe’s defense. Progress has been made since the 2018 and 2022 action plans, but major bottlenecks remain. We are not yet prepared for crisis situations,” said Mihai Tudose.
The president of the PSD National Council draws attention to the shortcomings in the design of the plans so far and the insufficient budget allocated.
„The European Court of Auditors’ audit has revealed a worrying reality. It is true that there is no single point of contact at European level for military mobility measures. But the clearest example, in my opinion, is that of tanks from one EU member state that were not allowed to travel through another EU state because their weight exceeded the limit set in national road traffic regulations.
The Court’s report from February this year is a useful reflection and contains a set of recommendations that we need to start with. I am thinking in particular of the requirement to improve the selection process for dual-use infrastructure projects – military and civilian. For us, as a country, this must be a priority area for action, alongside strengthening regional cooperation within the pan-European military mobility corridors,” emphasized MEP Mihai Tudose.
