Young people who are employed could benefit from state bonuses in first two years(project)

The Ministry of Labor has launched a draft amendment to the Law on the unemployment insurance system, which provides, among other things, bonuses for young people who are employed for the first time, subsidies for mothers with three children, but also for victims of human trafficking.

„The Ministry of Labor, Family, Youth and Social Solidarity has put into public debate a draft amendment to Law no. 76/2002 on the unemployment insurance system and stimulating employment. It is a package of 18 measures aimed at, among other things, supporting young people at the beginning of their careers, protecting and reintegrating vulnerable people, including victims of human trafficking, but also mothers with 3 children,” the institution announced in a statement.

The package of measures proposes the introduction of the stability bonus for the „First Job”, intended for young people in the NEET category (persons aged between 16 and 30 years old, who are unemployed, not in education or training), with the aim of supporting them to take their first step on the labor market and remain professionally active. The bonus will be granted monthly, for 24 months from employment, respectively 1,000 lei per month in the first year and 1,250 lei per month in the second year to encourage continuity and professional development. This support complements the benefits granted to employers, namely a subsidy of 2,250 lei/month if they employ such persons, registered as unemployed.

The project expands access to support measures for the employment of people in risk situations. Thus, victims of domestic violence and human trafficking will be able to benefit from dedicated services for integration and reinsertion into the labor market, for clearly established periods. These measures are intended to offer a real chance of independence to people who have gone through such situations and to facilitate the reconstruction of their lives. In this situation, a subsidy of 2,250 lei/month is also granted to employers who employ such people, if they are registered as unemployed, says the MLFTSS.

To facilitate employment, the possibility is introduced that employers who employ mothers with at least 3 dependent children, up to the age of 18, can benefit from job subsidies for a period of 12 months with 2,250 RON per month, with the obligation to maintain employment or service relationships for at least 18 months.

„Thus, in order to benefit from the measures provided for by Law no. 76/2002, with subsequent amendments and completions, the persons mentioned above must register as unemployed with the employment agencies in whose territorial area they have their domicile or, as the case may be, residence. In addition to subsidies, measures such as: information and professional counseling; job mediation; professional training; evaluation and certification of professional skills acquired through other means than formal ones, etc. The provision of specialized services by employment agencies can also be carried out online, through dedicated IT platforms and systems, from the date on which they become operational,” the cited document states.

The draft law also proposes including people from vulnerable groups in the categories eligible for active employment measures, increasing the eligibility age for employment subsidies from 45 to 50 years old, and simplifying administrative procedures.

The Ministry of Labor specifies that these measures also support employers who are facing a shortage of labor and difficulties in attracting stable personnel, especially in disadvantaged areas. The number of job vacancies declared by employers in the period January – June 2025 was 307,881, of which 191,403 were repeatedly declared vacant by employers.

„Romania needs a more inclusive labor market, in which no one is left behind. We have put into public debate a draft law amending Law no. 76/2002 to expand the categories of beneficiaries and to encourage employers to offer real chances to those who want to work, but need support. Therefore, young people will be able to benefit from a „stability bonus” at their first job, mothers with at least three children will be supported to reintegrate professionally, and vulnerable people, including victims of trafficking or violence, will have access to dedicated employment measures. It is an important step towards a society in which every person counts”, stated the Minister of Labor, Petre Florin Manole, on Monday, in a post on his Facebook page.AGERPRES
