The number of positions filled in Romania’s public institutions and authorities was 1,264,845 in September 2025, 3,956 fewer than in the previous month, according to data published on the Ministry of Finance (MF) website and consulted by AGERPRES.
Compared with January 2025, the number of filled positions in September was lower by 47,663.
More than 63% of the filled positions were in central public administration, namely 798,365 (down by 3,464 compared with August 2025), of which 585,281 were in institutions fully funded from the state budget (down by 1,467 employees compared with August 2025).
The largest number of filled positions was recorded in the Ministry of Education, namely 276,544 (down by 539 compared with the previous month), the Ministry of Internal Affairs with 125,876 (down by 663), the Ministry of National Defence with 76,034 (down by 40), the Ministry of Finance with 24,030 (down by 103) and the Ministry of Health with 18,334 (up by 1).
According to the source, institutions fully funded from the social insurance budget had 8,802 filled positions (up by 17 compared with August 2025), those subsidised from the state budget and the unemployment insurance budget had 43,288 (up by 119), while institutions fully funded from their own revenues had 160,994 filled positions (down by 2,133).
At the same time, 466,480 people worked in local public administration in September 2025 (down by 492 compared with August 2025), of whom 285,720 were in institutions fully funded from local budgets (down by 450) and 180,760 in institutions funded fully or partly from their own revenues (down by 42).
