Romania’s annual inflation rate held steady at 9.8% in November, with services up 10.99%, non-food goods 10.73% and food products 7.64%, according to data published on Friday by the National Institute of Statistics (INS).
„The consumer price index in November 2025 compared with October 2025 was 100.42%. The year-to-date inflation rate (November 2025 compared with December 2024) was 9.5%. The annual inflation rate in November 2025 compared with November 2024 was 9.8%. The average rate of change in consumer prices over the last 12 months (December 2024 – November 2025) compared with the previous 12 months (December 2023 – November 2024) was 6.9%,” the INS release states.
The Harmonised Index of Consumer Prices (HICP), the EU-wide inflation indicator, stood at 100.49% in November compared with October.
The annual inflation rate for November 2025 compared with November 2024, based on the HICP, was 8.6%.
The average rate of change in consumer prices over the last 12 months (December 2024 – November 2025) compared with the previous 12 months (December 2023 – November 2024), calculated using the HICP, was 6.5%.
The National Bank of Romania (BNR) has revised upwards, to 9.6% from a previous 8.8%, its inflation forecast for the end of 2025 and now expects inflation to reach 3.7% at the end of 2026, compared with 3% in the previous projection, according to figures presented in November by BNR Governor Mugur Isarescu.
