Average download speed – 446 Mbps for fixed internet , 58 Mbps for mobile internet in 2024

Last year, the average download speed at national level reached 446 Mbps for fixed cable internet and 58 Mbps for mobile internet, according to the report of the National Authority for Management and Regulation in Communications of Romania (ANCOM) on the quality of internet access service for 2024, published on Thursday.

At the same time, the average upload speed at national level reached 385 Mbps for fixed-point internet access service via cable connections, among the largest providers.

In the case of the mobile Internet access service, the average upload speed reached 17 Mbps nationwide in 2024.

Furthermore, in terms of quality of user experience (QoE), the report reveals a very good experience in using the usual types of applications.

In 2014, ANCOM developed the Netograf platform, which includes a web application and apps for both mobile and fixed devices, allowing users to assess the quality of their internet access service and track its performance over time.

The 2024 report on Internet access service quality presents developments and comparative statistics at both national and provider levels, covering: technical parameters: data transfer speed, latency, and jitter (variation in delay); administrative parameters: service activation time, fault repair time, complaint resolution time, and frequency of end-user complaints.

The statistics related to technical quality parameters, presented in the report, are based on approximately 105,000 valid measurements performed by users through the Netograf platform in 2024 (68% on fixed connections and 32% on mobile connections). A detailed analysis was conducted for the top 4 fixed providers (by number of internet connections) and for the 4 mobile providers operating in the Romanian market. The statistics on administrative quality parameters are based on the providers’ semi-annual reports.

For the first time in the 2024 report, based on user measurements collected via the Netograf platform, ANCOM analyzed user experience with common application categories such as VoIP, web browsing, video streaming, online gaming, social media, and file transfer.

Regarding the use of social media and file transfer applications, 94% of measurements reflect an optimal user experience for fixed WiFi connections, while 70% reflect an optimal experience for mobile connections. Similarly, for video streaming applications, 94% of measurements indicate an optimal experience on fixed WiFi connections, and 80% reflect optimal experience for mobile connections. For online gaming applications, 92% of measurements show an optimal experience on fixed WiFi connections, while 68% indicate an optimal experience on mobile connections.

Based on their own measurement results obtained through the Netograf platform, users can identify the types of applications for which they will have an optimal experience with each commonly used internet connection.

ANCOM continuously optimizes the Netograf platform to provide users with relevant, accurate, and comprehensive information about the measurements and, consequently, about the quality of internet access services. The most recent upgrades focused on expanding functionalities in certain sections of the platform, updating the technologies used in its implementation, and migrating the software to new equipment.

In Romania, Netograf is the certified mechanism for measuring the quality of internet access services, which helps consumers who notice a significant, persistent, or regularly recurring difference between the actual performance of the service (in terms of speed) and the performance indicated by the provider in the contract to benefit from the remedies stipulated in the contract.
