Romania’s caretaker government led by Catalin Predoiu will convene today in its first meeting to approve, among other things, a draft decision on the receipts and outlays for 2025 of the National Investment Corporation (CNI SA)operating under the authority of the Ministry of Development, Public Works and Administration.
„In the 2025 National Budget Law, the amounts allocated from the national budget and from own receipts for funding investment programmes carried out by CNI SA were in the total amount of RON 2,669,500 thousand worth of funding sources. As against these amounts, CNI SA estimated total operating revenues of RON 226,024 thousand proportional to the works that can be done up to the maximum limit of allocated credits,” reads the draft’s substantiation note.
It is specified that for 2025 „it is estimated that total revenues worth RON 236,826.92 thousand will be achieved, based on the contracts in progress in 2025 concluded with individuals or legal entities, not financed from public funds”.
Regarding the 2025 budget of CNI SA for 2025, it is also estimated „to have made total outlays of RON154,171.19 thousand, which were calculated taking into account the legal provisions, the necessary to ensure the proper performance of business, the contracts for the provision of services or supplies of products concluded for this year, the increase in fuel, gas and electricity prices, the increase in prices at the conclusion of insurance policies, the level achieved in 2024, the influences of the price increase generated by the inflation index forecast for 2025, respectively 4.4%, as well as the evolution of the average exchange rate EUR 1 to RON 5.01.”
Under another decision, the government will approve the 2025 receipts and outlays of the National Weather Administration (ANM), which operates under the authority of the Ministry of the Environment, Waterways and Forestry.
Another draft decision amends Government Ordinance 1182/2022 approving the organisational chart and internal regulations of Romania’s National Anti-Doping Agency (ANAD).
The government will also approve a draft decision amending and supplementing Government Ordinance 316/2021 on the organisation and operation of the Ministry of Energy by abolishing two senior positions at the ministry.
Another draft decision under consideration supplements the 2025 budget of the General Secretariat of the Government from the Budgetary Reserve Fund at the disposal of the government, provided for in the 2025 national budget for the National Agency for Policies and Coordination in the Field of Drugs and Addictions.
