The Chamber of Deputies on Tuesday passed, 229 to two, a bill initiated by the government that establishes a legal framework for investing in offshore wind energy in the Black Sea.

Energy Minister Sebastian Burduja says it is an important bill that „will signal that Romania understands and take up a leading role in the energy sector.”

„It is a bill of great complexity that will allow us to have the first megawatts of electricity produced in the Black Sea in 2032. In fact, Romania is the first Black Sea country to advance at such a pace in terms of offshore wind energy. I can tell you that the bill had 32 opinions and points of view before reaching the government’s table, to which were added over 100 points of view received during the consultation. It is also a milestone in the National Recovery and Resilience Plan (PNRR), and it is also a bold statement that Romania is making about its energy security, the future of green energy and the leading part Romania has pledged to play in the regional energy sector.”

The bill regulates the general framework necessary for the implementation in Romania of projects for the production of electricity from offshore wind resources.

The implementation of projects for electricity generation from offshore wind energy resources is carried out in compliance with the principle of non-discrimination, fair competition, and in compliance with the principle of integrated pollution prevention and control by using the best available techniques for activities with a significant impact on the environment, according to the bill.

The bill contributes to the fulfilment of milestone 116, related to Reform 1 – Electricity Market Reform, by replacing coal in the energy mix and supporting an incentive regulatory legislative framework for private investment in electricity generation using renewable resources, under Component 6 – Energy of the PNRR.

The Chamber of Deputies is the decision-making body in this case.
