The Ministry for Development, Public Works and Administration (MDLPA) currently has the highest budget execution rate in the government, with over 70% of a budget exceeding RON 24 billion, and leads in European funds absorption through the National Recovery and Resilience Plan (PNRR), Minister Cseke Attila announced Wednesday, marking 100 days since taking office in the current government.
„The Ministry for Development, Public Works and Administration develops local communities in both urban and rural areas. We have accelerated processes, and the capacity to evaluate and implement projects has increased significantly, raising the absorption of European funds from 15% at the start of our mandate to 48%. This represents RON 7.6 billion invested in Romania’s economy in a financially challenging year. We are working to increase the absorption of PNRR funds through the Ministry of Development to 100%, which amounts to over RON 23 billion. In the current financial context, we cannot afford to lose a single euro,” Cseke Attila said in a press release.
The minister emphasized that the ministry manages major state investments aimed at reducing regional disparities.
„To prevent delays in investment projects and ensure that contractors can meet their contractual obligations on time, our early-year efforts focused on paying outstanding invoices for investment programs, and by the end of March, we were fully up to date,” he said, summarizing results achieved in his first 100 days and so far this year.
Minister Cseke Attila also highlighted that the government program for building „Sfanta Ana” kindergartens, which had only seven completed facilities at the start of the year, now counts 33 inaugurated centers, with 26 of them opened in less than nine months.
„This is an absolute priority program for the Ministry of Development, with full financing ensured,” he added.
Other important educational infrastructure projects completed include the „Mihai Eminescu” building at the Bucharest University of Economic Studies, the campus of the Gheorghe Dima National Music Academy in Cluj-Napoca, and Romania’s largest student dormitory at the West University of Timisoara, which is nearing completion. Additionally, the restored Constanta Casino, a symbol of the Romanian seaside, was handed over to Constanta City Hall on March 26.
The Ministry continues to strengthen its role as a key institution managing Romania’s most significant development programs, focusing on investments that directly improve citizens’ quality of life through expanded access to free public services and modernized local infrastructure.
Since April 7, the National Agency for Cadastre and Land Registration, under the Ministry’s authority, has been issuing land registry extracts, cadastral extracts, and first-registration documents free of charge for in-person requests. So far, 236,135 documents have been issued this way, and since June 2, the service has been available online as well, with 248,763 documents issued.
„This has saved people over RON 10 million,” the minister noted.
He also stressed that the Ministry has become more efficient.
„All salaries of managers in subordinate units and members of boards of directors have been reviewed and adjusted. The number of board members has been reduced, and public service costs have been cut by nearly RON 22 million per year through the elimination of allowances for members of Territorial Public Order Authorities,” he said.
MDLPA has also streamlined and significantly shortened the approval process for construction projects. Tacit approval has been introduced, with permits remaining valid until construction is completed if no modifications are made.
