The parties forming governing coalitions should commit to a fiscal pact guaranteeing that certain taxes will not be changed during their term in office, says Irineu Darău, the interim Minister for Tourism.
„Having met with many entrepreneurs, I have often said that I would welcome a fiscal pact between the parties forming coalitions when governments are established, and not just for the HoReCa sector. Perhaps with the right pressure from the private sector, during those 10 days when governments and governing programmes are negotiated, it would be good for the parties, future ministers and future prime ministers to commit to an annex to the governing programmes guaranteeing that certain taxes would not be changed during their term in office, whether one, two or three years. Beyond the provision in the Tax Code concerning predictability, I believe this would mean signing an annex that would be difficult to breach,” Irineu Darău said on Monday at the launch event for the sixth edition of the study White Paper on Tourism in Romania 2026.
The minister also drew attention to issues of fairness in the industry.
„I would also like to say a word about fairness. I am receiving several signals from the industry that there are also fairness issues in the industry, namely that the most compliant entrepreneurs, who observe both the tax provisions and the legal provisions to the letter, are having the hardest time, and that there are, unfortunately, other entrepreneurs who try to evade the law or tax provisions. Our priority of moving towards a digital accommodation form and a clear digital way of registering everyone is a step towards greater fairness,” Darău added.
IMM Romania produced the sixth edition of the study White Paper on Tourism in Romania 2026 in partnership with Groupama and the Ministry of Economy, Entrepreneurship and Tourism (MEDAT).
