Deputies adopt bill regulating the right of persons from non-EU countries to drive on Romanian roads

The Chamber of Deputies’ plenum on Wednesday adopted an emergency ordinance that regulates the right of persons holding a driving license issued by states outside the European Union, while not holding an international driving license as well, to drive vehicles on public roads in Romania.

The normative act supplements the Government Emergency Ordinance no. 195/2002, in the sense that it creates the legal premises for persons who do not hold an international driving license to be able to drive vehicles on public roads in Romania, based on a treaty regarding the mutual recognition of driving licenses concluded between Romania and such states that are not member of either the Convention on Road Traffic or the European Union.

According to the draft law, both the driving periods and the respective states will be established by Government decision, as follows: states with which Romania has strategic partnerships, states that are members of the North Atlantic Treaty Organisation or the Organisation for Economic Cooperation and Development.

The draft laws also grants the right to drive vehicles on public roads in Romania to members of diplomatic missions, consular offices and representatives of international organisations accredited in Romania, during the accreditation period.

The normative act was also adopted by the Senate, with the Chamber of Deputies being the decision-making body in this case.
