Draft law on fishing and protection of living aquatic resources, adopted by Chamber of Deputies

The Chamber of Deputies, as a decision-making body, adopted, on Tuesday, the draft law on fisheries and the protection of living aquatic resources.

The normative act was initiated by 27 MPs from the Social Democratic Party (PSD), the National Liberal Party (PNL) and from the group of national minorities.

The draft establishes the legal framework regarding the fishing activity, from the perspective of protection, conservation, repopulation, administration and exploitation of living aquatic resources from natural aquatic habitats, as well as the marketing of the products obtained from fishing when this activity is carried out: on the territory of Romania and in the waters of under the national jurisdiction of Romania by ships under the Romanian flag or under the flag of other states.

According to the normative act, the following are considered natural aquatic habitats:

* The territorial Danube, the Delta and the floodplain of the Danube;

* The Danube Delta Biosphere Reserve, the Razelm-Sinoe lagoon complex and the coastal lakes;

* Streams, rivers and mountains, hilly, plain lakes and their flood zones, as well as dead branches of river;

* Natural ponds and lakes without hydrotechnical installations for supplying, retaining and draining water;

* Reservoirs, including their floodable areas during floods;

* Network of main canals from the water improvement, navigation and hydropower systems and their branches;

* Internal maritime waters, the territorial sea, the exclusive economic zone of Romania.

For the waters that constitute the state border, the prohibition periods, the fishing rules, as well as the living aquatic resources protection zones are established in accordance with the international conventions concluded with the riparian states, the normative act also provides.

The draft also regulates recreational fishing in natural aquatic habitats, fishing for scientific purposes, the policy of the fishing sector, as well as measures regarding the organization of the market for products obtained from fishing.
