e-Transport app to become operational by July 15

e-Transport, the app for the monitoring of domestic road transportation of tax evasion prone goods and of international road haulage will be operational by July 15, 2024, the Finance Ministry said.

„The application has already been uploaded to the Apple Store and Google Play platforms and is now in the process of approval, so that it will be operational and can be downloaded by users by July 15, 2024 at the latest,” the Ministry said in a release on Tuesday.

Between July 15, 2024 and August 31, 2024, the application undergoes technical testing, so that the sanctions provided for by OUG No. 41/2022 will be applied starting from September 1, 2024.

„To monitor the transport of goods, the RO e-Transport system collects data from the GPS positioning systems, if the haulage vehicles are equipped with such systems. The relevant technical specifications have been uploaded on the Finance Ministry’s website, on the RO e-Transport page. Otherwise, the vehicles must be equipped with a mobile phone-type device that uses positioning and satellite transmission technologies, and on which the application developed by the Financial Information National Center is installed,” the release states.

The road transport operator is required to ensure the transfer of the positioning data of the haulage vehicle subject to the statement submitted in the system, throughout the transport route of the monitored goods.

The June 28, 2024 government meeting decided through GEO 87/2024 to defer until January 1, 2025 the enforcement of the sanctions provided by the e-Transport legislation, only for economic operators authorized according to the provisions of Art. 38 of Regulation (EU) No. 952/2013, the cited source said.

The measure is necessary to prevent authorized economic operators who carry out activities with a significant weight in the national economy and who regularly perform international transports of goods from getting gridlocked.

The RO e-Transport system is expected to significantly contribute to narrowing the VAT gap, by monitoring the transports of commodities with high fiscal risk, aiming at the taxation of commercial transactions and the increase of receipts to the state budget.
