EduMin: We need universities with different profiles; we are ending Bologna model

Romanian universities have established their academic mission, thus structuring a transparent architecture of the university environment, the Minister of Education and Research, Daniel David, announced on Thursday, specifying that this step completes the implementation of the Bologna model in the higher education system.

Thus, according to Law 199/2023 and Ministerial Order No. 3,027/2025, Romanian universities have assumed one of the three missions through their own Charter: Education, Education and Research, Education and Advanced Research, according to a press release from the ministry.

„Through this approach, coupled with the flexibility of the organization of academic programs in a university by eliminating administrative conditions between them (bachelor’s degree-master’s degree-doctorate-postdoctorate), we are truly completing the implementation of the Bologna model in the higher education system in Romania and entering a logic of normality, in which even if all universities are important, this does not mean that they all have to be (are) the same. The country needs universities with different profiles,” stated Minister Daniel David, quoted in the press release.

He said that he expects universities of education to „dynamically” serve local/regional needs, especially by training well-trained human resources, including through quality services for society and through dual and entrepreneurial education initiatives in close relationship with the local/regional socioeconomic environment and local/regional authorities.

Daniel David also expects universities to have a locally/regionally/nationally relevant applied research component.

„From universities of advanced education and research, I expect them to train their human resources in the logic of education through research, and for research-development-innovation initiatives to target theoretical and practical problems of broader, national and international interest, including engaging in innovative (often disruptive) dual and entrepreneurial education initiatives. Initiatives with a more vocational character (including artistic creation) must be fundamental elements of the educational component, evaluated by their own characteristics,” the minister highlighted.

According to the Ministry of Education and Research, the type of academic mission is not a criterion for classification based on performance or hierarchy, the classification/hierarchy based on performance being able to be established later through rigorous evaluations within each mission.

„In the academic evaluation and quality assurance processes, the mission assumed by each higher education institution will be taken into account. The mission assumed now does not represent a confirmation of its achievement, the confirmation being achieved later through academic evaluation and quality assurance processes,” the Ministry of Education and Research claims.

* Universities of Education – involves the exclusive organization of teaching, learning and evaluation activities and research activities related to teaching-learning processes, the evaluation of the institution’s mission being done according to national/international criteria and indicators, with local/regional academic relevance.

* Universities of Education and Research – involves the organization of teaching, learning and evaluation activities, as well as research, the evaluation of the institution’s mission being done according to national/international criteria and indicators, with regional/national academic relevance.

* Universities of Advanced Education and Research – involves the organization of teaching, learning and evaluation activities, as well as research, with impact on the development of knowledge and economic and technological development at national and international levels, the evaluation of the institution’s mission being made according to international criteria and indicators, with national/international academic relevance.
