Energy Ministry ends state of emergency related to Romania’s crude oil and diesel supply

The state of emergency instated on July 28, 2025 in connection with Romania’s crude oil and diesel supply has ended, the Energy Ministry announced on Tuesday in a release.

„We have concluded the legal procedure whereby we avoided a crisis situation in the country’s crude oil supply. Through the measures taken, we have avoided all risks in the fuel supply of Romanians and Romanian companies. We have proven that Romania has solid protection and reaction mechanisms in place, which have functioned efficiently and ensured both market stability and the continuity of the supply of petroleum products,” said Energy Minister Bogdan Ivan.

The order of the Minister of Energy was published in the Official Journal of Romania, Part I, No. 766/18.08.2025, as the authorities determined that the factors that had caused a major dysfunction in the crude oil supply had been removed.

The state of emergency had been instated following the notification by OMV Petrom about difficulties in the import of crude oil, due to the contamination with organic chlorides at the loading port of two crude oil shipments totaling 184,000 tons.

„In order to ensure the continuity of supply, the Ministry of Energy activated at that time the legal procedures for the use of Romania’s emergency stocks, according to the national and European legislation in force. OMV Petrom S.A., as the holder of the storage obligation, shall replenish the used crude oil stocks,” the release states.
