FinMin Bolos says if tax amnesty is repeated at short intervals, we encourage non-compliance with payment

Romania is not the only country that has applied the tax amnesty, but this measure must be taken at long intervals, otherwise leading to non-compliance with the payment of taxes and duties, the Minister of Finance, Marcel Bolos told Wednesday’s press briefing that took place after the Government meeting.

He drew attention to the fact that, when the debts to the budget are not paid on time, the seizure and sequestration mechanisms act immediately, which creates serious discomfort, and the problems that may arise later are much more serious than voluntary compliance.

„Let’s not forget that, when a debt to the budget is not paid on time and there are delays, the seizure and sequestration mechanisms act immediately. In other words, when such a wrong decision is made, from for my part, subsequently, the mechanisms of seizing the bank account or imposing a seizure on the acquired assets create quite serious discomfort and the problems that arise after the imposition of these measures are much more serious versus voluntary compliance That’s why we had, as I mentioned, the financial bonus as a form of respect for corporate taxpayers. registered overdue debits, the cancellation of accessories and, of course, the cancellation of the outstanding principal obligation”, argued Bolos.

He drew attention to the fact that a new tax amnesty measure will not be taken soon.

„Let’s think that the tax amnesty is not coming any time soon. That is, if we repeat this type of measure at short intervals, we encourage non-compliance with the payment of taxes and fees. And you should know that we are not the only country that applied the tax amnesty. We must be very careful that the regularity with which it is repeated is at long intervals, so that it does not lead to non-compliance with the payment of taxes and fees. This is something from the experience of other countries, Greece, Italy, which have practiced such measures. We also looked at the time horizon and this is practiced about once every 10 years”, said Marcel Bolos.

He was asked by journalists why such a measure was taken, in the conditions in which there are almost 13,000 taxpayers with large debts to the state, and among the beneficiaries are people with possibilities, such as Robert Negoita.

„These receivables that come from the past – and they are receivables from more than 5 years, the vast majority of them, approximately 22 billion RON – represents receivables that we carry from one year to the next and we try to recover as best as possible all these outstanding debts that are registered at the ANAF level. We do not make the decision for a certain person. We think that from this still enormous amount, of 60.1 billion RON, we should recover as much as possible, because it is the money with which then we can finance the infrastructure investment projects and everything that means the development of Romania. And, then, between losing everything after 5 years of limitation or collecting the main debt, either with the granting of these tax facilities, there are much better things than to lose the money completely after the expiration of the limitation period” , explained Marcel Bolos.
