Gov’t adopts decision strengthening national authorities’ capacity to assess risks associated with maritime traffic

According to a government decision adopted on Thursday, the national authorities’ capacity to assess the risks associated with maritime traffic will be strengthened.

The decision supplements Annex No. 1 to Government Decision No. 1016/2010 for the establishment of the Information and Monitoring System for the Traffic of Maritime Vessels Entering/Exiting Romania’s National Navigable Waters, specifically the information that must be transmitted to the competent maritime authorities by maritime vessels entering/exiting the country’s national navigable waters, including among this information data regarding insurance certificates, which are key elements for environmental protection, maritime safety and the efficient management of emergency situations.

The purpose is to strengthen the capacity of national authorities to assess the risks associated with maritime traffic, especially in the context of the operation of high-risk ships, in order to improve maritime safety, preparedness in the event of pollution and the capacity to monitor traffic, especially of ships carrying dangerous or polluting goods.

The additions made to the national regulations in force by the new regulatory act are in accordance with the latest relevant European regulations represented by the Commission’s Delegated Directive (EU) 2025/811 of February 19, 2025, which amends Annex I to Directive 2002/59/EC, with a deadline for transposition into national law by November 19, the Executive said in a release.
