The government will approve today by ordinance the amending and supplementing Law no. 227/2015 on the Tax Code.
„In order to avoid the risk of the specific turnover tax not being paid, foreign legal entities that carry out activities in the oil and natural gas sectors, which have not registered a permanent establishment in Romania, will be under an obligation to additionally set aside a guarantee of EUR 1 million, similar to the case of the Contribution to the Energy Transition Fund provided under OUG 119/2022 amending and supplementing OUG 27/2022 on measures applicable to final customers in the electricity and natural gas market between April 1, 2022 and March 31, 2023, as well as amending and supplementing certain pieces of legislation in the area of energy, for non-resident foreign persons who purchase energy from the wholesale electricity market in Romania (OPCOM),” reads the substantiation note of ordinance.
The government is also expected to approve a draft ordinance to amend Law no. 185/2017 on quality assurance in the health system.
„Under the draft ordinance, we suggest to amend Article (8)(4) of Law 185/2017, as subsequently amended and supplemented, in the sense that the method of calculating the certification fee, the re-evaluation fee, as well as the re-certification fee – and not the actual level of these fees – is to be approved by joint order of the health minister and the chairman of ANMCS, at the reasoned proposal of the ANMCS”, according to the explanatory note.
By another decision, the government is set to approve amending and supplementing the methodology on preventing and combatting harassment based on sex, as well as moral harassment at work.
„In order to secure equal opportunities and treatment between women and men in the field of employment and education, to specifically recognise the right of every citizen to an environment of work and education free from violence and harassment, to encourage and maintain a culture of work based on mutual respect and dignity, the entities and authorities of central and local public administration, civil and military, higher education institutions and pre-university education establishments, as well as private companies are hereby obliged to implement the methodology on preventing and combatting harassment on the basis of sex, as well as psychological harassment at work, based on the Guide on preventing and combatting harassment on the basis of sex, as well as moral harassment at work.”
Also discussed will be the draft 2025 national budget and the state social insurance budget for 2025.
A draft ordinance establishing measures for the implementation of national programmes in the field of public works will also be analysed.
