The programme to help vulnerable people, through the National Recovery and Resilience Plan, in order to improve the energy efficiency of households, presents deficiencies from the very beginning because it is inconceivable that in 2024, with European money, in photovoltaic systems to install materials with technology from 15-20 years ago, warns the Association of Prosumers (APCE) in a press release.

„The programme in phase 1 provides energy-vulnerable or disadvantaged people with a total budget of 300 million euros, and each beneficiary will be able to obtain vouchers both for the energy rehabilitation of homes and for the realization of a photovoltaic system with or without batteries. Although these underprivileged or vulnerable people can be advised, according to the programme, through Single Energy Desks that will have to be active starting on October 24, 2024, in reality, at this time these offices do not exist or are in the very early stage of organization,” the source reads.

On the other hand, the organization specifies that the installation of low-efficiency photovoltaic panels is allowed and draws attention to Lead-Acid batteries that can emit toxic gases if the battery is damaged or overcharged.

In this case, APCE does not recommend installing such accumulators or panels with an old technology, especially with European money.

At the same time, the Association noticed that the guide developed by the Ministry of Investments and European Projects does not specify the status of the new beneficiaries of the photovoltaic systems, or whether they are prosumers or not.
