INS: Number of building permits for residential properties up 4.1% in first ten months

Over 31,600 building permits for residential properties were issued in the first ten months of this year, up 4.1% compared with the same period last year, according to data from the National Institute of Statistics (INS) published on Friday.

Increases were recorded in all development regions: West (+297 permits), Centre (+235), North-West (+192), North-East (+134), South-East (+117), South-West Oltenia (+109), Bucharest-Ilfov (+97) and South-Muntenia (+70).

In October, the number of building permits issued for residential properties rose by 3% compared with October 2024, while the total usable area fell by 19.4% compared with the same month last year.

By territorial profile, the rise in the number of building permits issued for residential properties (+94 permits) was seen in the following development regions: South-East (+93 permits), North-West (+73), North-East (+14) and South-Muntenia (+7). Decreases were recorded in the following regions: Bucharest-Ilfov (-66 permits), South-West Oltenia (-13), Centre (-10) and West (-4).

Compared with October 2024, October 2025 saw an increase in the number of building permits issued for non-residential properties (+17.4%) and a decrease in total usable area (-7.1%).

By territorial profile, this fall in usable area for non-residential building permits (-19,747 sq m) was reflected in the following regions: South-East (-51,101 sq m), South-West Oltenia (-4,678), South-Muntenia (-4,576), North-West (-4,434) and West (-1,294). Increases were recorded in the following regions: North-East (+28,967 sq m), Bucharest-Ilfov (+10,922) and Centre (+6,447).

According to the INS, 3,259 building permits for residential properties were issued in October 2025, with a total usable area of 836,435 sq m (-17.2%), down 9.4% compared with September. Seventy per cent of the permits were for rural areas.

In October 2025, a fall in the number of building permits issued for residential properties was noted compared with the previous month (-339 permits). By territorial profile, the decrease was seen in the following regions: North-East (-208 permits), Centre (-81), South-West Oltenia (-36), North-West (-23), Bucharest-Ilfov (-12) and South-Muntenia (-4). Increases were recorded in the West (+15 permits) and South-East (+10).

At the same time, 667 building permits for non-residential properties were issued (+9.3% compared with September 2025), covering a total usable area of 258,255 sq m (-31.6%).

Compared with the previous month, October 2025 saw a decrease in usable area for non-residential building permits (-119,343 sq m). By territorial profile, this decrease was reflected in the following regions: Bucharest-Ilfov (-117,239 sq m), South-East (-27,790), South-Muntenia (-26,043) and South-West Oltenia (-1,443).
