National Liberal Party (PNL) candidate Ciprian Ciucu leads the preferences of Bucharest voters for the position of general mayor with 21.5%, followed by Daniel Baluta of the Social Democratic Party (PSD) with 20.5% and Catalin Drula of the Save Romania Union (USR) with 19%, according to a poll carried out by Flashdata between 18 and 19 November 2025.

Next in the voting intentions of Bucharest residents for the position of mayor of the Capital are Anca Alexandrescu, an independent supported by the Alliance for Romanians’ Union (AUR), with 18%, Ana Ciceala of the Health, Education, Nature, Sustainability Party (SENS) with 7%, Alexandru Zidaru, independent, with 3.5% and Vlad Gheorghe, independent, with 1.5%.

According to the poll, in the opinion of those surveyed, the main problems Bucharest faces are heavy traffic at 19%, corruption and lack of transparency at 15%, the high cost of living at 13%, lack of investment in health at 11%, lack of affordable housing and pollution at 9%, inefficient public transport and the heating system at 7%, poor urban infrastructure at 4%, waste management and public safety/crime at 2%.

Asked about the direction of the city, 60% of Bucharest residents believe it is going in the wrong direction, 27% see a good direction and 13% responded that they do not know.

As for voting intentions in the parliamentary elections, in Bucharest AUR is in first place with 27%, followed by PSD with 22%, USR with 20%, PNL with 14%, SENS with 6% and the Party of Young People (POT) and Renewing Romania’s European Project Party (REPER) with 2%.

The poll was conducted on 1,200 respondents, randomly selected from roughly 4,500 online questionnaires collected.

Data collection method: Computer Assisted Web Interviewing (CAWI) (online questionnaires), distributed across several websites, ads targeted by socio-demographic criteria, anti-invalid response filters and quality checks, in compliance with GDPR/ESOMAR.

The poll margin of error (theoretical, SRS) is ą2.8% at a 95% confidence level.
