The Government passed in Wednesday’s meeting a memorandum regarding the negotiation and signing of agreements between the Ministry of the Environment and the European Organization for the Safety of Air Navigation – EUROCONTROL.
The memorandum refers to the access to the data and information provided through the Environmental Management Information Service (EMIS) for the implementation of the greenhouse gas emission certificates trading scheme (EU ETS-Support Facility).
„The memorandum establishes the terms of a new agreement through which the Ministry of the Environment, Water and Forestry will be able to access relevant information for Romania regarding the activity of aircraft operators on the territory of the European Union, through the new Environmental Management Information Service (EMIS) facility, developed by the Organization European Authority for Air Navigation Security EUROCONTROL, which replaces the ‘ETS SF Support Facility’ used until the end of 2022”, informs a press release sent by the Government.
The agreement is expected to enter into force on the date on which the Ministry of the Environment notifies EUROCONTROL about the completion of the internal procedures. The document will remain in force for five years, but the duration will be automatically extended by five years, unless a written notice of termination is sent.
„The new agreement also covers the schemes for trading, monitoring and offsetting greenhouse gas emissions and the International Civil Aviation Organization (ICAO) Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), so as to ensure a correct assessment of monitoring plans and annual emissions reports in order to comply with aircraft operators under the greenhouse gas emissions trading scheme (EU ETS scheme) and to establish compensations for aircraft operators under the mechanism for reducing emissions generated at global level of the aviation sector (CORSIA scheme) for the period 2021-2023”, the Government’s press release explains.
