Nazare:This year we aim to come up with legislative changes that will bring predictability and clarity for artists, organizers and the cultural industry

The Ministry of Finance has been working with the Ministry of Culture to amend the legislation on the music levy, and this year we intend to propose legislative changes that will bring greater clarity and predictability for artists, event organizers, and the entire cultural industry, Finance Minister Alexandru Nazare announced on Thursday.

"We have worked, together with the Ministry of Culture, to amend the legislation regarding the music tax—a much-needed breath of fresh air for the cultural industry and artists during this period. In recent months, we have held in-depth discussions with colleagues from the Ministry of Culture and representatives of the arts and events industry to amend legislation that, for years, has caused confusion, unpredictable costs, and tensions within the industry. "This year, we aim to introduce legislative changes that will bring greater clarity and predictability for artists, organizers, and the entire cultural industry," the minister wrote on his Facebook page.

According to him, the proposals aim to: simplify the legislative framework so that the stamp duty system is clearer and easier to apply; greater predictability in the calculation method, to eliminate unclear situations and disproportionate pressure on organizers and artists; rules on transparency and accountability, so that the funds collected reach their intended destination—supporting creators.

"We want the final form of the legislative changes to provide clarity to the entire music and cultural industry, at a time when the sector needs stability and fair rules.

Our intention is to build a simpler, more transparent, and fairer framework for artists and for everyone who contributes to Romania’s cultural life. We will continue the dialogue with the artistic community and creators’ organizations so that the final solutions meet the industry’s real needs and support the long-term development of Romanian culture,” said Alexandru Nazare.
