OECD Accession / Romania receives formal endorsement on combating bribery in international business transactions

Romania received the formal endorsement of the Working Group on Bribery in International Business Transactions of the Organisation for Economic Co-operation and Development (OECD), a „decisive” step in our country’s accession process, the National Anticorruption Directorate (DNA) announced on Thursday.

According to the DNA, the evaluation adopted in October shows that Romania meets the international standards in preventing and combating corruption involving foreign public officials.

„This result was made possible thanks to the sustained efforts of the National Anticorruption Directorate in close cooperation with the Ministry of Justice. The DNA played an important role in implementing the OECD recommendations and one of the most important ones – the one regarding human, financial and professional training resources – was deemed fully met. Furthermore, the OECD evaluation recognises Romania’s progress on the other recommendations under implementation, results achieved through the same institutional cooperation,” the DNA explained.

Under the new legislation – Law no. 319/2024, amended by Law no. 156/2025 – the DNA has exclusive competence to investigate bribery offered to foreign public officials and related offences such as money laundering or document forgery.

In 2025, the DNA continued the investigation of a representative case of transnational bribery, classified according to the new legal provisions and included by the OECD in the matrix of relevant cases.

„The OECD highlighted the DNA’s ability to conduct effective investigations in cases of foreign bribery and to cooperate with authorities from other states. Moreover, Romania was mentioned for its active involvement in international evaluation mechanisms through its participation in the review of other state which are part of the Convention. Securing the formal endorsement is a strong signal regarding Romania’s commitment to strengthening integrity and the fight against corruption at international level,” the DNA added. AGERPRES
