Parliament/Standing Bureaus take note of National Defense Strategy for period 2025-2030

The joint standing bureaus of Parliament took note, on Monday evening, of the National Defense Strategy for the period 2025-2030. The document, which was also analyzed on Monday by the Supreme Defense Council, was sent to the joint defense committees for a joint report and the drafting of the decision, with a deadline of Wednesday, November 26, at 12:00, to be submitted for approval by Parliament in the joint session at 14:00.

The process of developing the strategy had a strong inter-institutional character, with all institutions with responsibilities in the field of security and defense contributing to it, as well as representatives/opinion-makers of civil society, think-tanks and academia. The consolidated draft of the strategy was made public, being the first National Defense Strategy to have gone through this stage, as shown in the document presented to the joint Bureaus of Parliament.

At the same time, the document shows, the strategy expresses the vision of a modern and secure Romania, which enjoys peace and its unique advantages, a state built around its citizens, in the service of their fundamental rights and freedoms, with modern, transparent and integrity institutions, oriented exclusively towards serving the public good.

„The document is therefore not about the Romanian state, but about the fundamental obligations of public institutions towards Romanian citizens. The security environment is different, being marked by the challenge to the rules-based international order by some authoritarian-governed states, corroborated with the diminishing capacity of international bodies to fulfill their founding vocation. Equally, states are confronted with information manipulation, changing economic relations as a result of protectionism, the fight for resources, sabotage and disruption of critical infrastructure, as well as the increase in transnational and cross-border threats. In this context, ensuring the security of the citizen and of the entire society requires a transparent and collaborative approach, with institutions functioning in a logic of honest and responsible cooperation, open to citizen control and thus offering real guarantees that Romania becomes a state resistant to internal or external shocks, capable of responding adequately to new security threats and risks”, President Nicusor Dan emphasizes in the document.

The key concept of the strategy is solidarity independence, as a strategic requirement and imperative for action, in the security and diplomacy components, the document adds. Thus, in light of this concept, against the backdrop of the most difficult international security context since the Second World War, Romania chooses to respond to current security challenges, pursuing its national interests in full solidarity with its partners and allies.

„The National Defense Strategy for the period 2025-2030 signals a new stage in Romania’s historical development. After consolidating its role as a member of NATO and the EU and after its imminent accession to the OECD, Romania must aim to expand its influence in the region of immediate interest and project Romanian interests more firmly internationally. The strategy constitutes the fundamental framework for adapting and/or revising existing sectoral strategies or for remaking them, where appropriate, as well as for developing future sectoral strategies,” the president said in the document structured in six major chapters.

President Nicusor Dan will address Parliament with a message regarding Romania’s National Defense Strategy, during the joint session of the two Chambers of Parliament, which will take place on Wednesday, at 2:00 p.m. AGERPRES
