The Environmental Fund Administration (AFM) will hold a validation session for manufacturers from 15 September 2025 at 10:00 AM to 17 September 2025 at 11:59 PM, as part of the programme aimed at reducing greenhouse gas emissions in transport by promoting non-polluting and energy-efficient road vehicles, dedicated to individual consumers.
At the Government meeting on 11 September 2025, a Government Decision was adopted concerning the List of amounts allocated to priority project categories funded through the Environmental Fund, including the budget for the new ‘Rabla Auto 2025’ car scrapping programme. The new financing guide for the Rabla Auto 2025 Programme has been published in Romania’s Official Journal.
According to an AFM press release, the conditions for participating in the Rabla Auto 2025 Programme, along with the documents required from manufacturers/dealers, are detailed in the programme’s financing guide.
The list of validated manufacturers remains valid for the new programme dedicated to individuals, provided a new participation contract is signed with the AFM (Annex no. 2 of the guide). The contract will be sent electronically via the application by AFM and must be digitally signed and uploaded within two working days of receiving the notification. Failure to upload the contract within the specified timeframe will be considered a refusal to participate, the AFM mentions.
The allocated budget for the programme is 200 million lei. The eco-voucher values are as follows: 18,500 lei for purchasing a brand-new fully electric vehicle or a hydrogen fuel cell vehicle; 15,000 lei for a new plug-in hybrid vehicle or an electric motorcycle; 12,000 lei for a new hybrid vehicle; 10,000 lei for a new vehicle with thermal propulsion (including LPG/CNG) or a motorcycle.
Additionally, the session for individual applications under this programme is scheduled to launch at the end of September.
