The Ministry of the Environment has put the funding guide for the Rabla 2026 programme up for public consultation. The programme has a budget of 300 million lei, 100 million lei more than last year, and introduces new criteria regarding the origin of eligible vehicles.

“After the public consultation period and any debates, the order can be approved, followed by the usual stages of registration and submission of the files. This year, Rabla Auto has a budget 100 million lei higher than last year, which will allow as many Romanians as possible to buy new, less polluting and environmentally friendly cars,” Environment, Waters and Forests Minister Diana Buzoianu said in the statement.

One of this year’s new features is that eligible vehicles under the programme must be manufactured in the European Union, the European Economic Area or in states that are part of the European market’s integrated industrial chains, on the basis of association agreements, customs unions or free trade agreements with the European Union and for which preferential rules of origin apply to the automotive sector, namely the United Kingdom of Great Britain and Northern Ireland, the Swiss Confederation, the Republic of Turkey and the Kingdom of Morocco, the ministry said.

“As regards the new eligibility criteria, these are aimed at reducing environmental impact and encouraging production in Europe. Vehicles manufactured in European Union member states, in countries in the European Economic Area and in states included under the Mediterranean Treaty will be eligible for funding. If the certificate of origin lists one of these states as the country of manufacture, the car is automatically eligible for this programme,” Minister Diana Buzoianu added.

Eligible expenses are those proposed for the purchase of passenger cars, light commercial vehicles or light special-purpose/specially equipped vehicles, or electric motorcycles, with plug-in hybrid, fully electric or hydrogen fuel cell propulsion systems, that have never been registered, whose purchase price does not exceed 70,000 euro, VAT included, and that generate less than 80 g CO_2/km under the WLTP system, for new plug-in hybrid vehicles.

According to the cited source, the value of the eco-vouchers remains at the 2025 level: 10,000 lei (approximately 2,000 euro) for the purchase of a new vehicle with a thermal propulsion system (internal combustion, including LPG/CNG engines) or a motorcycle; 12,000 lei (approximately 2,400 euro) for a new vehicle with a hybrid propulsion system.

At the same time, eco-vouchers worth 15,000 lei (approximately 3,000 euro) are granted for a new plug-in hybrid vehicle or an electric motorcycle; 7,000 lei for a new 100% electric vehicle or hydrogen fuel cell vehicle; 120,000 lei (approximately 24,000 euro) for a new plug-in hybrid or 100% electric vehicle, in the case of public institutions and administrative-territorial units.
