Romanians travelling less, but better (tour operator)

Sales nationwide in the 2025 summer season increased in June by 3%, while the total number of tourists decreased by 7% year-over-year, according to data provided on Friday by a tour operator offering holidays in Romania.

The apparently contradictory development is said to reflect a changing market: tourists are more selective and prefer tourist packages, oriented towards comfort, with various facilities, experiences and complete personalised services. The average length of stay remained constant, at four nights, indicating stability in the tourist consumption behaviour.

Among the factors that influenced the decrease in the number of tourists is a decrease in the value of holiday vouchers, from RON 1,600 to RON 800, strongly felt by public sector employees.

Nationwide in June, the average value of a stay was RON 1,040, 9.5% higher than in June 2024, when it was RON 950. The growth is influenced both by price increases of 10-15% and by the tourists’ preference for higher quality services.

Topping the domestic destinations in June are: Mamaia, Eforie Nord, Jupiter, Sinaia, Poiana Brasov, Predeal, Baile Felix, Baile Herculane, Calimanesti-Caciulata, Mahmudia, Crisan, Sulina.

„In June, sunny, with more holidays and days off, we had increasing sales figures. The new fiscal measures seem to affect tourism less than we feared. The VAT on accommodation increases by only 2% as against the threat of an increase of 10-12%. ANAT and the other tourism employers and associations have managed to contain the devastating impact of the imminent overnight increase in VAT. However, the year is still extremely difficult, with practically no holiday vouchers and reduced budgets. Some of the tourists forgo their holidays while others choose to go abroad, taking advantage of Romania’s entry into the Schengen area. July is decisive for the current summer season,” according to Adrian Voican, president of Bibi Group4travel, quoted in the tour operator’s press release.

According to him, the increase in the value of sales and the preference for quality services show a maturation of the behaviour of Romanian tourists, while their numerical decrease reflects a direct impact of fiscal measures and the reduction of government support through holiday vouchers. „Romanian tourism is no longer a market of volume, but one of value, experience and adaptability,” the company’s press release also shows.

BIBI Touroperator, a member of BIBI Group4Travel, is one of the leading tour operators on the local tourism market, with a group turnover of over EUR 13 million. The name BIBI is linked to the implementation for the first time in Romania of the „Early Registration” concept. Bibi is a Romanian brand created 38 years ago operating in tourism and HORECA.
