The tax administrations of Romania and Bulgaria are working together to harmonise working procedures and familiarise each other with administrative practices in implementing the processes of recovery of national VAT declared for recovery and offsetting unpaid One Stop Shop (OSS) obligations for other member states.
According to a press release of the National Tax Administration Agency (ANAF), on 21-22 May, the technical meeting of ANAF representatives with representatives of the Ministry of Finance of the Republic of Bulgaria (NRA) took place.
„During the last meeting of the Monitoring and Evaluation Committee of the bilateral agreement, which took place in August 2023, the two tax administrations agreed to hold two technical meetings to improve cooperation, harmonise working procedures and familiarise each other with administrative practices in the implementation of the processes of recovery of declared national VAT for recovery and compensation for unpaid obligations under the One Stop Shop (OSS) for the other member states,” the release reads.
The discussions were attended by experts on the issues concerned from the Anti-Fraud Directorate General, the Tax Information Directorate General, the Directorate-General for the Regulation of Debt Collection and the Service coordinating the Mini One Stop Shop.
According to the agenda, topics were presented on the work of the Central Liaison Office of Romania (CLO), administrative cooperation tools and how to use them on the basis of procedures and bilateral agreements, VAT obligations under the special OSS scheme, the use of the eTransport system as a tool in the exchange of information and the exchange of information on the avoidance of VAT payments through the OSS scheme.
