U.S. President Donald Trump signed two executive orders on Thursday in a new attempt to restrict the right to citizenship by birth, according to dpa.

One order aims to deny automatic citizenship to certain children whose parents are not U.S. citizens, including the children of foreign government employees and individuals classified as “enemy aliens.”

The other seeks to ban so-called “birth tourism,” a term used to describe people who visit the U.S. for the purpose of giving birth so that their child can obtain U.S. citizenship.

Executive orders establish policies but are not legally binding.

At the start of his second term, Trump signed an order aimed at drastically restricting the right to citizenship by birth by denying automatic citizenship to children born to parents who were in the U.S. only temporarily or without valid residency documents.

In June, the Supreme Court struck down his order, stating that, since 1868, children born in the U.S. have automatically been granted citizenship under the 14th Amendment to the Constitution.
