The consumption of drugs and other narcotic substances harms the national security values provided for by the Constitution and the legislation in the field of national security, the members of the Supreme Council for National Defense (CSAT) emphasized on Thursday, write Agerpres.
According to the CSAT, drug use affects „law and order and the climate for the unfettered exercise of the rights, freedoms and fundamental duties of citizens”.
„Managing the phenomenon of preventing and combating drug use among young people and students, including specialized treatment, rehabilitation, social reintegration and recovery, requires a joint, multidisciplinary national effort, with the involvement of government institutions, information services, structures of the Prosecutor’s Office, local authorities and civil society. Last but not least, the consumer’s family is particularly important and has an essential role in this complex process,” according to a press release sent to AGERPRES by the Presidential Administration at the end of the CSAT meeting.
Thus, the CSAT members decided to set up an inter-institutional working group made up of state secretaries, nominated by the Ministry of Internal Affairs, the Ministry of Justice, the Ministry of Health, the Ministry of Education, the Ministry of Family, Youth and Equal Opportunities, representatives of the Romanian Intelligence Service, prosecutors appointed by the Prosecutor’s Office and specialists from affiliated institutions, under the coordination of the Romanian Government.
The working group will develop a joint action plan, approved at the level of the management of the mentioned institutions, which will include the objectives, general and particular measures, specific tasks and responsibilities in order to effectively prevent and combat the risks generated by drug trafficking and consumption to address individual and collective safety, according to the competences of each participating institution.
At the county level, operational working groups will be established, made up of specialists and experts appointed by the other responsible institutions.
In order to put the action plan into practice, the Government of Romania will adopt concrete measures to „consolidate the authorities that are directly responsible for combating serious criminal phenomena, including drug trafficking and consumption”.
Among these measures are the analysis of the legislative framework aimed at drug trafficking and consumption, the guarantee of an institutional health framework that ensures the expansion of access to treatment and services for recovery and the implementation of the National Framework Action Plan regarding school safety, as well as the Action Plan for the implementation of the National Strategy in the field of drugs 2022 – 2026.
