Romanian PM Ciolacu: We need an integrated approach in combating fraud and tax evasion

Prime Minister Marcel Ciolacu on Thursday stated that Romania needs an integrated approach and above all „a clear vision” in combating fraud and tax evasion, stressing that the reorganisation of ANAF [The Tax Authority] is a current priority of the Government.

„Another major priority is the reorganisation of ANAF, in order to increase the efficiency of the collection of revenues to the budget. We need an integrated coordination and above all a clear vision in combating fraud and tax evasion. We committed together to modernise, digitalise the tax authority, after 32 years of waiting, to ensure better services for all citizens,” stated Marcel Ciolacu, on Thursday, during the Government meeting.

In addition, at the prime minister’s request, Marcel Bolos, the minister of finance, briefly presented the ANAF reorganisation project.

„Mr. PM, the draft emergency ordinance provides for the reorganisation of the activity of the National Agency for Fiscal Administration with the objective of strengthening its institutional capacity in collecting the revenues of the general consolidated budget, but also combating the phenomenon of tax evasion. In this respect, a series of measures related to the organisation of ANAF from the territorial structures of the General Anti-Fraud Directorate and in particular the operationalisation on January 1, 2025 of the county territorial structures that concern the combating and carrying out of illicit economic activities, on the one hand, and, on the other hand, another set of measures is the one with reference to the ANAF’s material base, so that the operational activities carried out by the ANAF in combating tax evasion will be more efficient,” stated Bolos.

He added that a third category of measures is the decentralisation of the activity of the General Directorate of Large Taxpayers, so that tax inspections can be carried out with a certain efficiency, also with the aim of having the best possible collection activity for the general consolidated budget.
