New Home 2025 programme becomes operational

The New Home (Noua Casa) 2025 programme has become operational, after the guarantee ceiling approved by the Ministry of Finance in the amount of 500 million lei was allocated to the 13 financiers enrolled in the programme, the National Credit Guarantee Fund for Small and Medium-sized Enterprises (FNGCIMM) informs on Tuesday.

„The New Home Programme remains an advantageous lending product, both through the minimum down payment required of only 5%, and through the management fee of 0.15%/year, calculated on the balance of the guarantee. The programme continues to benefit from preferential conditions, 30% lower than the market level, regarding the level of notary fees for the authentication of sale-purchase contracts and any other documents that are concluded, with certain exceptions expressly provided for in the relevant legislation,” the Fund stated in a press release sent to AGERPRES.

The banks that have signed up to the programme this year and to which FNGCIMM has allocated guarantee ceilings are: Alpha Bank, BCR, BRD-GSG, CEC Bank, Banca Transilvania, ING Bank, Raiffeisen Bank, Libra Internet Bank, EXIM Banca Romaneasca, Unicredit Bank, Garanti Bank, Vista Bank, and Techventures Bank. Thus, Romanians who wish to purchase a home can turn to one of the partner banks to prepare the credit file and submit it to FNGCIMM, in order to obtain the state guarantee.

Since the launch of the First Home Programme in 2009, until the end of December 2024, FNGCIMM has granted a number of 334,048 guarantees, totaling 31.6 billion lei, which supported loans worth over 64 billion lei.

The effective default rate of guarantees is 0.35%, which is well below the non-performance rate of loans to individual borrowers across the entire banking system.

The National Credit Guarantee Fund for Small and Medium-sized Enterprises -FNGCIMM SA-IFN- is a non-banking financial institution, with venture capital, established to facilitate SMEs’ access to financing, by granting guarantees for financing instruments contracted from commercial banks or other sources.

FNGCIMM SA – IFN collaborates with 27 financial institutions based on working agreements.

The FNGCIMM SA – IFN guarantee is the most liquid guarantee, payable within a maximum of 90 days from the financier’s payment request, accompanied by complete documentation, compared to a minimum of 2 years, the average duration of a mortgage execution.
