The Authority for the Digitization of Romania (ADR), together with the consortium Deloitte Romania and Reff &Co, organized a debate on the regulatory options at the national level in the field of artificial intelligence, Agerpres informs.
The event with the theme „The regulatory framework regarding artificial intelligence, data governance and open data. Identified problems and proposed solutions” took place within a large project that ADR implements, respectively „Strategic framework for the adoption and use of innovative technologies in public administration 2021-2027 – solutions for the efficiency of activity”, co-financed from the Administrative Capacity Operational Program 2014-2020, SIPOCA 704, with specific reference to the project result „Updated legislative framework, associated with blockchain technologies, artificial intelligence, EOSC, EuroHPC and PRACE”.
According to a press release from ADR, sent to Agerpres, the regulatory options at the national level in the field of AI, identified so far in collaboration with the team of consultants selected within the project, were discussed and validated with the representatives of the institutions participating in the debate, from the perspective of needs of regulation, of the barriers they encounter in the process of adopting innovative technologies in public administration and of the new regulations in the matter, existing or emerging at the European level.
„With the aim of determining the degree of intervention required by the authorities and relevant public institutions in terms of regulation in the field of artificial intelligence, complementary to the main theme of the debate, the subject of encouraging the use of data available from the public sector for the creation of products, solutions and services was also addressed innovative, emphasizing the need to promote good practices and data reuse mechanisms already existing at the level of other states and institutions. Another interesting topic debated during the meeting was that of facilitating the process of acquiring such applications that incorporate advanced technologies by public institutions, realizing the need to operationalize and promote the „partnership for innovation” mechanism for the adoption of computer systems with the AI component incorporated into the operational flows of public institutions”, the ADR press release states.
The debate was attended by representatives of the Ministry of Research, Innovation and Digitization, the Ministry of Justice, the Ministry of Finance, the Ministry of Labor and Social Solidarity, the Ministry of Development, Public Works and Administration, the National Directorate for Cyber Security, the National Institute of Statistics, the Romanian Information Service, the of Special Telecommunications, the National Authority for Communications Administration and Regulation, the National Agency for Public Procurement, the State Office for Inventions and Trademarks.
„Through the event held today, which benefited from a wide and representative participation of interested parties, the Authority for the Digitization of Romania continues to promote dialogue and consultation on the subject of the use of innovative technologies for social and economic development and citizen-oriented public administration, contributing thus to its mission to create efficient and innovative ways of adopting technologies”, declared Dragos Cristian Vlad, the president of ADR.
