The average monthly pension increased by 0.5pct in Q2 of 2025 compared to the previous three months, while the average number of pensioners rose to 4.918 million, according to the National Institute of Statistics (INS) data published on Friday.
Thus, the average monthly pension, determined based on the gross amounts paid for the pensions of all categories of pensioners – social insurance, invalidity, survivors etc.- paid by the Pension Houses was 2,932 RON.
Moreover, the average number of pensioners was 4.918 million, increasing by 18,000 persons compared to the first quarter of 2025.
According to the data, the average number of state social insurance pensioners was 4.562 million, increasing by 19,000 persons as against the previous quarter.
The average monthly state social insurance pension was 2,813 RON, while the ratio between the average nominal net pension of state social insurance for old age with full contribution stage (after tax) and the average net earnings was 59.6pct (compared to 59.0pct in the previous quarter)
The INS mentioned that the real average pension index compared to the previous quarter, calculated as the ratio between the net nominal pension index for calculating the real pension and the consumer price index, was 99.5pct.
Compared to the Q2 of 2024, the average number of pensioners declined by 53,000 people, while the average number of state social insurance pensioners dropped by 37,000 persons.
The monthly average pension and monthly average state social insurance pension increased by 20.8pct, 22.7pct, respectively, compared to the same quarter of 2024.
Furthermore, the average state social insurance pension increased by 0.1pct compared to the previous quarter.
The social insurance pensioners represent the majority (92.8pct) of the total number of pensioners. By categories of pensions, the number of social insurance pensioners was represented mainly (80.0pct) by the number of old age pensioners, followed by pensioners with survivor’s pension, representing 9.5pct and pensioners with disability pension, representing 8.3pct. In the category of social insurance pensioners, the lowest shares were held by pensioners with partial anticipated pensions, with a share of 2.2pct and pensioners with anticipated pensions, whose share was only 0.1pct.
The ratio between the average number of state social insurance pensioners and the one of employees was 8 to 10; this ratio varies widely at territorial level, from only 4 pensioners to 10 employees in Bucharest and llfov county, from 14 pensioners to 10 employees in Teleorman county, namely from 13 pensioners to 10 employees in Vaslui county.
The average state social insurance pension shows significant territorial disparities, the gap between the minimum and maximum value being 1,321 RON (2,228 RON in Botosani county, 2,265 RON in Vrancea county, 2,281 RON in Giurgiu county as against 3,549 RON in the Municipality of Bucharest, 3,505 RON in Hunedoara county and 3,325 RON in Brasov county).
In terms of the number of pensioners, the majority are in the old age pension category (1.762 million men and 2.170 million women), most of them being with full contribution period, 1.451 million men (82.3pct of all men for old age pensioners) and 1.712 million women (78.9pct of all female old age pensioners), respectively.
The INS mentioned that the average monthly state social insurance pension for women is lower than that for men across the main categories of pensions, even in those categories where the number of women beneficiaries exceeds that of men. Thus, in the case of old age pension, the pension for women represented 61.2pct of that of men, within this category there is also the largest disparity in the case of the average pension for incomplete contribution period (average women pension accounting for only 48.7pct of that of men). The closest in value between women and men is the partial early retirement pension (3,796 RON for women, compared to 4,111 RON for men).
The total number of beneficiaries of the Government Emergency Ordiance No 6/2009 regarding the minimum guaranteed social pension (social indemnity) was 913.1 million persons, of which: 831,400 persons from state social insurance system, representing 18.2pct of the total state social insurance pensioners; 77,800 persons from the former system of farmers representing 61.1pct of the total pensioners of the system of farmers; 3,900 persons from the military system, representing 1.8pct of the total military pensioners.
