Average net earnings in Romania in July 2025 were standing at RON 5,517, down RON 22 (-0.4%) from June 2025, while average gross earnings were standing at RON 9,201, down RON 45 (-0.5%) from June 2025.
The highest values of the average net earnings were recorded in extraction of crude petroleum and natural gas (RON 12,061) and in manufacture of coke and refined petroleum products (RON 12,012), while the lowest in accommodation and food service (RON 3,397) and in manufacture of wearing apparel (RON 3,507).
As against July 2024, the average net earnings increased by 5.2%.
The real earnings index was 97.6% in July 2025 as against July 2024. The real earnings index was 97.0% in July 2025 as against June 2025. When compared with October 1990, the real earnings index was 247.2%, which is 7.7% lower than the June 2025.
According to INS, during the year, there are fluctuations in the earnings, mainly determined by annual and holiday bonuses, especially in the months taken as comparison base (December, March/April). These influence the increases or decreases depending on the period they are granted, finally leading to smoothing the fluctuations in monthly earnings at the level of the whole year. The evolution of real earnings depends on both the fluctuations of the average net earnings and the inflation rate.
In July 2025, as compared to the previous month, the level of the average net earnings was almost equally influenced by both decreases and increases. Thus, the decreases of the average net earnings in the activities belonging to the economic sector were determined by occasional bonuses (quarterly, annual or for outstanding performance), payments in kind and other allowances, amounts from the net profit and other funds (including value tickets) granted in the previous months, but also by production un-achievements or lower receipts level (depending on contracts/projects).
The most significant decreases in the average net earnings at section/division level of CANE Rev.2 were recorded as follows: by 10.8% in publishing activities; by between 6.0% and 10.0% in manufacture of computer, electronic and optical products, financial service activities (except insurance and pension funding), telecommunications, manufacture of machinery and equipment; by between 2.0% and 5.5% in manufacture of coke and refined petroleum products, insurance, reinsurance and pension funding (except mandatory social security), manufacture of electrical equipment, other service activities, manufacture of basic pharmaceutical products and pharmaceutical preparations, manufacture of basic chemicals, fertilisers and nitrogen compounds, plastics and synthetic rubber in primary forms, water transport.
Increases of the average net earnings as compared to June 2025 were due to occasional bonuses (quarterly, annual or for outstanding performance), payments in kind and other allowances, amounts from the net profit and other funds (including value tickets). Also, the increases of the average net earnings were due to the production achievements or higher receipts (depending on contracts/projects).
The most significant increases in the average net earnings at section/division level of CANE Rev.2 were recorded as follows: by 15.8% in extraction of crude petroleum and natural gas; by between 4.0% and 8.5% in manufacture of paper and paper products, mining of metal ores, air transport; by between 2.0% and 3.5% in mining of coal and lignite; mining support service activities; electricity, gas, steam and air conditioning supply; manufacture of other transport equipment; construction; printing and reproduction of recorded media; manufacture of textiles; repair and installation of machinery and equipment; wholesale and retail trade, including repair of motor vehicles and motorcycles; professional, scientific and technical activities.
In the public sector in July 2025, decreases of the average net earnings as against the previous month were reported in education (-4.7%, mainly due to decreases in the hourly payments of teaching staff during the summer holiday), and in public administration (-2.8%). The average net earnings slightly increased as against the previous month in human health and social work activities (+0.4%).
