Cereal imports from Ukraine, only on the basis of a marketing agreement, issued by Agriculture Ministry

Imports of wheat, corn, sunflower and soybeans from Ukraine will only be allowed on the basis of a marketing agreement issued by the Ministry of Agriculture (MADR) and only for farmers and processors who demonstrate that they need these quantities to replenish stocks, said at the briefing on Thursday at the end of the Government meeting, minister Florin Barbu, write Agerpres.

Also, he added, only cereals that comply with the quality standards certified by the National Sanitary and Food Safety Authority (ANSVSA), based on the samples received and analyzed, can be processed or fed.

He also mentioned that, next week, he will have a meeting with his counterpart from the Republic of Moldova, with whom he will analyze the stocks, the quantities of grain that the farmers in Moldova have at their disposal, and together they will agree on a new practical licensing mechanism on grains as well that should come from the neighbouring country.

The economic operator presents a certificate of conformity of the product to be imported, issued by ANSVSA, regarding compliance with sanitary, veterinary and food safety rules, following the testing of a sample of the agricultural product. Based on the agreement issued by MADR, the Romanian economic operator concludes a sales contract with an economic operator licensed by Ukraine for the required quantity of product provided for in the agreement, then the import operations are carried out, under the supervision of the Romanian customs authorities.

The customs seal will be opened at the destination, respectively at the headquarters or at the work point of the economic operator in Romania, in the presence of representatives of the Romanian Customs Authority and ANSVSA. ANSVSA collects samples from the imported product and checks if it has the same qualities as provided in the certificate of conformity, and if the products are found to be non-compliant, they are returned to the place of origin at the exporter’s expense.

The piece of legislation also regulates the regime of sanctions for non-compliance with the provisions of the piece of legislation and the forms used in applying the provisions of the emergency ordinance.

The Emergency Ordinance applies until December 31, 2023.
