The total value of the damage found following the audit missions carried out by the Court of Accounts in 2023 was 277 million RON, and that of the financial-accounting irregularities of 103.095 billion RON, with 90 criminal referrals being filed, informs a press release from the institution sent to AGERPRES on Wednesday.
„The audit missions carried out by the Court of Accounts in 2023 identified a series of cases of non-compliance with legal regulations, finding deviations that led either to the non-establishment, tracking and non-collection of budget revenues, or to the occurrence of damage or distortion of data and information from the financial statements. In some cases, losses were found to the public budgets and/or the public and private patrimony of the entities. For the damage identified and recorded in the audit documents related to the financial year 2022 and previous years, the Court formulated 90 criminal referrals, at the proposal of the departments and chambers of accounts. Out of the total of complaints, 49 concerned the non-fulfillment of the ordered measures, and 41 were formulated due to the existence of some indications of committing criminal deeds”, the release states.
According to the cited source, a total of 1,295 entities were checked in 2023. The data are contained in the Public Report for 2022 and the Activity Report for 2023, documents sent to the Legislative Forum and interested parties.
For the third consecutive year, the main audit findings from the central and local public administration are structured by activity fields, showing, in this way, how much the authorities spent in the 2022 budget exercise for the financing of the respective fields. Thus, of the total expenses in the amount of 615.313 billion RON, made from the national public budget in 2022, more than half (56%) represents expenses made for the financing of three areas: labor and social protection (29%), health (17%), education, research, innovation, digitization, culture and sport (10%). The field of labor and social protection also holds the first position on the table of expenses of the central public administration, with 19.2% of the total of 336,993 million RON in total expenses.
The Court of Accounts underlines the decisive role, in this process, of the managerial position and the need to increase the degree of involvement of managers to find solutions for the implementation of recommendations, as well as to assume responsibility for the good management of public funds, so that they are used economically, efficiently and effectively and in accordance with the laws in force.
