Gov’t to discuss National Green Procurement Programme 2025-2030

The government meets today in a weekly sitting to approve the National Green Procurement Programme 2025 – 2030.

The new piece of legislation envisages the approval and implementation of an action programme that sets annual targets for the achievement of green acquisitions by the authorities and contracting entities, in order to establish measures correlative to the obligations regulated by the legislation on public/sectoral procurement.

„Through the acquisition of products, services and works with low impact on the environment, the decoupling of economic development from the use of natural resources and environmental degradation will be achieved. (…) The implementation of the National Green Procurement Programme (PNAE 2025-2030) will bring benefits such as: reducing pressure on the environment, greater security of supply of raw materials, increasing competitiveness and boosting innovation. Consumers will benefit from sustainable and innovative products designed to increase the quality of life, thus leading to long-term savings,” according to the draft’s substantiation note.

The executive will also discuss the receipts and outlays in 2025 of the Environment Fund and the Environment Fund Administration.

It will consider a draft emergency ordinance on the reorganisation of the Ministry of Development, Public Works and Administration and the establishment of organisational measures at its level, establishing measures for the takeover of some programmes and the approval of the Alexandru Cismigiu multiannual housing construction programme.

Another draft emergency ordinance on the agenda aims at measures to simplify procedures in the field of urban planning and construction and boost related investment.

A draft emergency ordinance approving measures in the education system is expected to be approved.

In 2025, starting with April 30, competitions for teaching jobs in state pre-university education establishments and public higher education establishments that become vacant or temporarily vacant during the year, with the justification of necessity and with the inclusion in the staff expenses approved under the National Budget Law for 2025

The Ciolacu Cabinet will also discuss a draft emergency ordinance on amending and supplementing measures to support disadvantaged newly born and mothers couples with electronic social vouchers granted from non-reimbursable external funds.

Also featuring on the agenda are a series of decisions regarding Romania accepting donations of movable property as a compensatory operation from Harris Global Communications Inc. of the U.S. and their administration by Romania’s Ministry of National Defence.

Another draft decision is designed to approve the 2025 receipts and outlays of the Rasirom security corporation operating under the authority of the Romanian Intelligence Service (SRI).
