Number of building permits for residential buildings down by 2.1% in first four months (INS)

More than 10,770 construction permits for residential buildings were issued in the first four months of this year, down by 2.1% compared to the same period last year, according to data published on Friday by the National Institute of Statistics (INS).

The number of building permits decreased in the following development regions: North-East (-266 permits), South-Muntenia (-96) and Bucharest-Ilfov (-44) and increased in the West (+117 permits), Center (+24), South-West Oltenia (+14), South-East (+11) and North-West (+10).

Separately, as many as 3,140 building permits for residential buildings were issued in April 2025, up by 1.5% compared to March 2025, with a total usable floor area of 659,764 sq.m (down by 7.3%). Of the total building permits for residential buildings, 70.1% are for rural areas.

According to INS, by territorial profile, the increase in the number of permits is reflected in the following regions: North-West (+67 authorizations), West (+26), North-East (+20), South-East (+19) and South-Muntenia (+16). Decreases were recorded in Sud-Vest Oltenia (-68 authorizations), Bucharest-Ilfov (-30) and Center (-5).

On the other hand, 507 building permits were issued for non-residential buildings in April this year (-6.8% compared to March 2025), for a total useful floor area of 272,824 sq.m (+13.6%).

Compared to April 2024, April 2025 shows a decrease both in the number of building permits issued for residential buildings (-12.2%) and in the total usable floor area (-23.7%), compared to April 2024.

By territorial profile, this decrease in the number of building permits issued for residential buildings (-438 permits) is reflected in the following development regions: North-East (-141 permits), South-Muntenia (-100), Center (-80), Bucharest-Ilfov (-55), West (-38), North-West (-22) and South-West Oltenia (-21). Growth was recorded in the South-East development region (+19 permits).

Compared to April 2024, in April 2025 there was a decrease both in the number of building permits issued for non-residential buildings (-15.4%) and in the total usable floor area (-55.1%).

By territorial profile, this decrease in the usable surface area of building permits issued for non-residential buildings (-334.576 sq.m) is reflected in the following development regions: Bucharest-Ilfov (-263. 703 sq.m.), North-East (-59.306), North-West (-51.288), Center (-17.137) and South-West Oltenia (-6.958), while increases were recorded in West (+38.672 sq.m.), South-Muntenia (+23.366) and South-East (+1778).
