Presidential elections 2024/Non-transportable voters will use special ballot box, except for those abroad

The Central Electoral Bureau (BEC) for the election of the President of Romania in 2024 adopted, on Tuesday, the provisions regarding the exercise of the right to vote through the special ballot box, establishing, among other things, that non-transportable voters can request a special ballot box in the day before the voting, between 6.00 pm and 8.00 pm, with some exceptions, but not if they are abroad, in which case they cannot benefit from this service.

According to the decision, the voter who, for objective reasons, caused by illness or disability, attested by documents, cannot travel to the headquarters of the polling station organized in the country, can apply to vote through the special ballot box. However, voters who are abroad on election day cannot exercise their right to vote through the special ballot box.

The request to vote by means of the special ballot box is submitted to the polling station where the respective voter is otherwise supposed to vote, according to his/her address, with a team consisting of at least two members of the electoral office of the polling station to then travel to the respective location, in the day before the voting, between 6:00 p.m. and 8.00 pm.

By way of exception, requests, as well as copies of the documents resulting from illness, health or disability, can be submitted to the county electoral office or at the electoral office of the Bucharest municipality sector, no later than Friday, November 22, 2024, at 12,00 pm, in person or online.

The BEC has also established that, in the event of a second round of voting, applications can be submitted to the county electoral office or to the Bucharest municipal sector electoral office no later than Friday, December 6, 2024, at 12.00 pm.

The voting request can be submitted by any person, except those who have the capacity of a candidate or are the person’s husband, wife, relative and relative up to and including the second degree. It must be dated and signed holographically by the voter who requests a special ballot box and must include the name, surname, personal numerical code, the address of the non-transportable voter, the address of the building where the team is requested to move, the series and number of the identity document, as well as phone number. The absence of a telephone number does not cause the application to be rejected.

Also, the application must be accompanied by copies of any document from which the disease, state of health or disability results, or by the certificate issued by the voter’s family doctor. From the content of the documents received, it must be possible to establish the lack of possibility for the voter to travel to the polling station by himself, it is not necessary that they expressly include the phrase „non-transportable person”.

If the voter who requests the exercise of the right to vote by means of the special ballot box does not meet the conditions provided by law for the exercise of the right to vote, he is notified immediately, by the care of the president of the county electoral office, of the electoral office of the Bucharest municipality sector or of the office election of the polling station where it was submitted.
