Preventive action plan in energy field essential in securing gas supply in Romania, says EnerMin Burduja

The Preventive Action Plan in the energy sector, developed by the Ministry of Energy, represents an essential document for ensuring the security of gas supply in Romania, says the minister of energy, Sebastian Burduja.

According to a press release sent to AGERPRES on Friday, the Ministry of Energy promoted in the Government the emergency ordinance regarding the granting of aid for the Jiu Valley, in order to ensure a fair transition for miners.

In addition, the draft normative act for the approval of the update of the Preventive Action Plan regarding the measures to guarantee the security of natural gas supply in Romania was also approved, the same source states.

„The plan developed by the Ministry of Energy, the result of consultations with various entities in the natural gas and electricity sectors, represents an essential document for ensuring the security of gas supply in Romania. It provides a detailed analysis of the national gas system, the regional network and the associated risks, proposing concrete measures to guarantee a continuous and secure flow of natural gas. This plan represents a strategic instrument for Romania, which addresses the complexity of the natural gas sector and proposes viable solutions to ensure a secure and continuous supply of natural gas, protecting the interests of all consumers. Equally, I am aware of the challenges faced by the communities in the Jiu Valley, a region with a deep mining tradition and a symbol of the Romanian extractive industry. Thousands of families have built their existence around this industry, and the energy transition must have people and their well-being at its centre. That is why, in the Government meeting, an emergency ordinance was approved aimed at supporting the fair transition of miners and ensuring the safety of the remaining mining operations,” stated the Minister of Energy, quoted in the press release.

At the initiative of the Ministry of Energy, in the Government meeting of Thursday, March 13, 2025, the emergency ordinance was approved regarding the granting of aid for the Valea Jiului, in order to ensure a fair transition for miners and to make the operations safe and prevent the spontaneous combustion of the remaining deposits.

„The emergency ordinance ensures the phased implementation of the measures to make the mines safe, according to the National Recovery and Resilience Plan (PNRR) and with Decision 2010/787/EU on state aid for uncompetitive mines, without affecting Romania’s energy security,” it is also specified in press release.

At the same time, the Romanian Government aims to ensure the economic and social transition of the region by creating the premises for new investments in renewable energy and natural gas, encouraging the establishment of project companies for the production of biomass-based biofuels, developing photovoltaic power plants or gas power plants to keep Valea Jiului on the map of energy producers at the national level, the document also says.

According to the same source, the Action Plan is developed according to the (EU) Regulation No. 1938/2017 of the European Parliament and of the Council and defines the responsibilities and obligations for enterprises, national authorities and the European Commission and calls on Member States to establish, in advance, the efficient management of crisis situations and to establish measures in the form of preventive actions and emergency plans.
