The Government is preparing new measures that hinder development, leader of the Hungarian Democratic Union of Romania (UDMR) senators Cseke Attila said on Monday, arguing that for the first time in the last two decades, in 2023, the Government did not adopt a budget revision in July or August, but transferred money from the Budget Reserve Fund.
„For the first time in the last two decades, in 2023, the Government did not adopt a budget revision in July or August, but transferred money from the Budget Reserve Fund until the end of the year. The available funds did not enter the economy for several months, investments were blocked, some companies went bankrupt and the workforce emigrated. This year the government is preparing the same measures,” the former development minister warned, according to a press release.
He mentioned that the budget revision is done every year, in July or August, in order to assess where funds have not been invested according to the budget, and where they need to be supplemented.
„Where budget execution is not good, funds are reallocated to other areas. This measure creates predictability in public administration, and is beneficial in terms of the development of Romania and its localities,” the UDMR senator explained.
Cseke Attila added that this year there has been no budget revision in summer and it is to be expected that the Government will repeat „last year’s harmful practice,” with one-off transfers for some programmes or investment projects from the Budget Reserve Fund.
„The Finance Ministry noticed in 2023 the negative effects of this measure, but it seems that it does not want to learn from its own mistakes and has not proposed a budget revision in 2024. The unused amounts from national and EU-funded programmes are being redirected to the Budget Reserve Fund, a recently published draft emergency ordinance shows. This measure affects the central and local public administration, the UDMR does not support this practice and asks the Government to correct these measures,” the MP said.
